<p>In June, the Concord Monitor editorialized that “House and Senate Democrats balanced the state budget with a wish, a prayer and a credit card.” As campaigns approach the finish line, claims about the budget by its Democratic authors dominate debates. What’s spin? What’s reality? What’s it mean?</p>
<p>Democratic Claim 1: The current budget is balanced.  That may prove technically accurate when the budget closes next July – after an audit. It’s pre-mature now, however and the rest of the story behind this election eve claim is critical.</p>
<p>In June, the Legislature faced a $300 million deficit which was closed on paper with more one-time Stimulus money, a $60 million sale of state assets that has not happened, and unprecedented borrowing for operating expenses that exceeded $150 million. Most hardworking citizens wouldn’t borrow to balance their family budget but that’s exactly what the Democrats did. And now they’re hoping we believe this Halloween trick is actually a balanced budget. </p>
<p>Democratic Claim 2: The current budget has a small surplus. That claim is also premature. Democratic budget writers made the first year of the budget look flush by moving $80 from the second year to the first year. This Enron-style accounting makes the first year budget numbers look good — conveniently in time for the onslaught of election eve advertising. </p>
<p>Will there be a surplus when the budget closes in nine months? It’s unlikely! The $60 million sale of state assets is bogged down and may not happen at all, which likely means more borrowing. Credit rating agencies may not have rapped NH’s knuckles for this unprecedented borrowing yet, but voters are fearful this Washington style behavior means looming trouble. Even Legislators who’ve voted for this unprecedented borrowing know it can’t be sustained.</p>
<p>If there truly is a surplus why is the State still trying to steal private property – doctors’ JUA Liability Fund — when that raid was previously ruled unconstitutional. If there is a genuine surplus why isn’t it going into the Rainy Day Fund?</p>
<p>Democratic Claim 3: State spending has been cut by 7%. Reality: total state spending increased from $10.4 billion in the previous budget to $11.5 billion in the current budget — an increase of 10.5%.</p>
<p>Democrats want to focus on the General Fund which represents one third of total state spending. They contend that General Fund spending is down $111 million. What really happened is that $208 million of spending was removed from the General Fund, only to reappear in other accounts.</p>
<p>This gave the appearance of a 3.5% cut — terrific political spin before an election. Add back the $208 million – because the money is being spent –the General Fund actually increased 3%. Spin that any way possible—it’s still not a cut.</p>
<p>Elected officials will always try to pick and choose some version of the facts which will make them look conservative with taxpayer money, but it’s the bottom line that counts. NH families realize bottom line spending increased 10.5% in NH while they were tightening their belts. There is no way to spin, misdirect or conjure away that pesky fact no matter how big your political advertising budget is.</p>
<p>Democratic Claim 4: Business Taxes Did Not Increase. Try explaining that statement to a small business owner who actually paid the LLC Income Tax before Republicans forced its repeal. Explain that to businesses paying higher unemployment insurance taxes. Furthermore, Democrats in the House passed both an estate and capital gains tax before Democrats in the Senate passed higher business taxes. They compromised by passing the job killing LLC Tax – without a public hearing.</p>
<p>Democratic Claim 5: 10% Spending Cuts Are Reckless. Irony of ironies — some Democrats who claim 10% cuts are reckless are actually proposing 5% cuts! In their world is a 5% cut — merely devastating?</p>
<p>In the current budget, Democrats cut $100 million of funding to cities and towns increasing everyone’s property taxes by roughly 3%. The State is being sued for that. The Court budget was cut. Civil trials have ground to a halt. The State is again being sued. So what is reckless?</p>
<p>Democratic Claim 6: There will be no Donor Towns. Another great political one-liner, but it’s flat out wrong. The education funding law will reinstitute 36 donor towns on July 1. I have actually filed the necessary legislation to prevent donor towns from returning. That legislation won’t even be considered until January and it must pass – not a certain prospect. So until then – donor towns return with a vengeance.</p>
<p>Here is the bottom line on these Democratic election eve claims: spending has exploded and some 97 taxes and fees were raised by Democrats in their two budgets to pay for this splurge. Even these 97 tax and fee hikes are not sufficient as virtually all independent budget observers expect the state to face a gargantuan budget deficit of $600 to $900 million. Voters will soon get to decide who truly is reckless.</p>
<p>As working families and small business owners struggle to make ends meet, voters are frustrated even furious. They are fed up with pretend spending cuts that actually are spending hikes. They are fed up with claims of a balanced budget and fictional surplus when the state will face its largest deficit – ever! They are fed up with scary borrowing that looks too much like Washington. And they are fed up with the impact that 97 tax and fee hikes has on their wallets and somehow despite all those taxes and fees, NH still finds itself on the verge of an income and sales tax if many Democrats have their way.</p>
<p>Facing disenchanted voters, candidates often find the narcotic of their own spin almost irresistible. Those disenchanted voters however are more likely to remember Mark Twain’s adage “figures don’t lie but liars figure.”<br />

			<content:encoded><![CDATA[<p>So said the Concord Monitor in their June 13th Editorial titled “Not a State Budget to be Proud Of.” How did the Democratic controlled New Hampshire Legislature get into such a predicament? </p>
<p>Spending has jumped by 10.5% while revenues fell through the floor — $102 million behind the estimate for the first eleven months of this fiscal year. Leading the revenue plunge are business taxes — off $43 million, rooms and meals taxes — off $20 million, and interest and dividends taxes — off a whopping $27 million. With the economic recovery anemic at best, revenues are not likely to improve any time soon. </p>
<p>On top of that, the effort to simply expropriate $110 million from a doctor’s medical liability fund (JUA) was deemed to be an unconstitutional taking of private property. All of which created a budget deficit estimated at $300 million by June 2011 when books close — up from a $220 million projection just in April. </p>
<p>Governor Lynch recently called a ‘Special Session’ of the Legislature to confront this alarming deficit — about 10% of the state’s General Fund. The package that emerged from the Special Session includes unprecedented borrowing and one-time revenue sources, uncertain receipt of federal funds, and unspecified sale of State property: <u>The Credit Card</u>. </p>
<p>The non-partisan Legislative Budget Assistant projects one-time revenue sources in the original budget and in the recent deficit package exceed $1 billion. Even excluding the $110 JUA raid and a $50 million reduction of funds that traditionally has gone to cities and towns to lower property taxes – this combined budget package relies upon a whopping 27% of one-time revenue for the General Fund. Nearly $200 million of that amount is unprecedented borrowing for operating expenses rather than capital investments such as buildings or bridges. Much of the balance of one-time revenue was federal stimulus funds. </p>
<p>Even stimulus funds may have reached their limit. Americans, fearful of a Greece-like debt crisis have sent Congress a message. Several incumbents have lost or barely survived recent primaries so Congress has yet to authorize more state aid. Thus $48 million of even more one-time federal money Legislators counted on is in limbo. Whoops – the check is not in the mail even though desperate Legislators are declaring it will be. </p>
<p>The deficit package also relies on unspecified sale of State property. While this idea may make sense, in a very soft real-estate market how likely is the State to receive reasonable value? When this idea was first proposed several weeks ago the estimated revenue proceeds were $50 million. Like magic, the revenue projections just jumped to $60 million. Presto: revenue grows when Legislators simply deem the real estate market has improved. </p>
<p>What about cuts? There were some cuts totaling $52 million but only 1.6% of the General Fund. This so-called $300 million deficit fix in reality is limited cuts, huge borrowing, and one-time revenue — some of which may not even be real. </p>
<p>Where do all these maneuvers leave the budget? The authors claim the budget is now balanced, precisely what they predicted a year ago before it became a $300 million deficit. For the budget to balance now, they are counting on the unlikely prospect of revenue recovery. </p>
<p>The Prayer: what all the borrowing and one-time revenue does is allow the budget’s authors to cynically claim it is balanced for political purposes in November and pray they avoid the voter’s wrath for their spendthrift ways. But next year—facing nearly a billion dollar one-time revenue shortfall, New Hampshire will confront a fiscal train wreck. </p>
<p>While spending soared and the deficit grew, the numerous tax hikes over the last four years have hurt struggling families, besieged small businesses, while leaving New Hampshire less competitive for job growth or able to confront this looming deficit. In the previous budget, 29 taxes or fees were hiked. In this budget, 38 taxes or fees were raised including the job killing LLC Tax &#8212; nothing more than an income tax on small businesses. The LLC Tax turned out to be so toxic to both small businesses and the Democrats who voted for it, that it was repealed. Even with the repeal, New Hampshire still has the worst corporate tax laws in the nation according to the non-partisan Tax Foundation.  </p>
<p>Other warning signs from the Tax Foundation for our State include one of the highest levels of state debt per capita, being only slightly below the national average for state and local tax burden, and having among the higher levels of property taxes in the nation. </p>
<p>All these new taxes and warning signs in terms of national rankings are against the recent backdrop of 50,080 New Hampshire people being unemployed and the national pace of job growth anemic at best. </p>
<p>Four short years ago when change came to both Concord and Washington, the unemployment rate in New Hampshire was 3.6% and 26,865 people were unemployed. In April, the unemployment rate had soared to 6.7% and 50,080 were out of work. Having the worst corporate taxes and a Legislature willing to levy an income tax on small business owners is no way to get people back to work. </p>
<p>There are those legislators &#8212; and now candidates &#8212; who want to ignore the taxes, spending hikes, and deficits of the last four years and claim their stewardship of New Hampshire has been responsible. They point to other states in worse shape than New Hampshire, but ignore the fact that these other states have even higher levels of spending and taxation. Comparing New Hampshire to even more profligate states is no way to govern or help struggling families and small businesses. </p>
<p>The Wish: many of these same folks have always wished for income and sales taxes. Next year they will likely propose an income tax and a sales tax to close the budget hole they created. There could not be a clearer choice in November or a more important election for our State’s future.<br />

<p><strong>DANIELSON TO SEEK NH SENATE SEAT</strong></p>
<p>BEDFORD NH — David J. Danielson, of Bedford, NH will seek the Republican nomination for State Senate District 9 which includes the Towns of Bedford, Greenfield, Lyndeborough, Merrimack, Mont Vernon and New Boston currently Represented by Senator Sheila Roberge, who will leave office after serving residents of the district for twenty-four years. Danielson, a New Hampshire native, served twelve years as a Bedford Town Councilor. In addition, he is on the Southern New Hampshire Planning Commission, is currently president of the New England Association of Regional Councils and serves on the board of the National Association, co-chairing the Environment and Energy Committee. Testifying before US Senate staff he has represented the needs of small cities, rural communities and regions in a number of proposed legislative programs. Recently he attended a US Senate Caucus for Rural Communities on behalf of the American Public Works Association, presented to the Senate Banking Committee staff on The Livable Communities Act, and participated in a White House Conference on Sustainable Communities.</p>
<p>A nearly life-long affiliation with the Republican Party he was an elected delegate to the State Convention a number of times, served as the Hillsborough County Chair, and was the Town chair or co-chair for a number of candidates.</p>
<p>As an adjunct faculty member of Southern New Hampshire University he recently received the Excellence in Teaching Award. He is the principal of Forecee Advocacy, LLC that has a focus on training and strategic project development.</p>
<p>He and his wife are the very proud parents of a soon to be married son.</p>

<p><em>Only Days After Meeting With Liberal Bloggers, Shea-Porter Announces She Won’t Host In Person Town Hall Meetings With Constituents </em></p>
<p>CONCORD – The Union Leader reports today that Congresswoman Carol Shea-Porter will not host in person town hall meetings during the August recess, and will only participate in controlled, telephone &#8220;town halls.&#8221; Her decision to refuse all face to face contact with New Hampshire residents comes only days after she appeared at a liberal blogger convention in Pennsylvania. </p>
<p>&#8220;If Carol Shea-Porter can find the time to meet face to face with far-left bloggers, there is no reason why she cannot extend the same courtesy to the people who elected her to the United States Congress. Her decision is a slap in the face of the First District residents who rightfully expect the opportunity to question their Congresswoman in a traditional, New Hampshire town hall format,&#8221; said NHGOP Communications Director Ryan Williams. &#8220;If Ms. Shea-Porter doesn’t have the courage to answer tough questions from voters about her support for higher taxes, reckless spending and the Democrats’ disastrous health care agenda, she should not be running for reelection.&#8221; </p>
<p>On Sunday, the Portsmouth Herald (8/16) blasted Shea-Porter for ducking her constituents and refusing to defend her support for the Democrats’ disastrous health care agenda. The paper also slammed her participation in telephone &#8220;town halls,&#8221; saying that the artificial format is no substitute for a traditional, face to face, New Hampshire town hall meeting. </p>
<p>&#8220;The whole concept of a telephone town hall meeting is flawed. We live in New England, where the town meeting form of government originated and where it still thrives. We know how a town meeting is supposed to work, and it certainly isn’t by telephone.&#8221; writes the Herald. &#8220;[Shea-Porter] doesn’t want to face questions from people who disagree with her positions, particularly on health care. We find this curious and regrettable, especially given her history of challenging her predecessor, Jeb Bradley, for nearly two years during his town hall meetings.&#8221; </p>
<p>While Shea-Porter has declined to meet with New Hampshire voters, she has managed to find time in her &#8220;busy&#8221; schedule to meet with far-left bloggers. On Friday, Shea-Porter ditched the Granite State to attend the &#8220;Netroots Nation&#8221; conference in Pittsburg, Pennsylvania and address a friendly crowd of liberal bloggers. She has also committed to appear at the &#8220;Blue Hampshire Bash&#8221; on August 24 in Concord and mix and mingle with Democrat Party insiders, more far-left bloggers and liberal activists.</p>

<p>CONCORD – One day after a Superior Court ruling blocked his attempt to steal $110 million from the New Hampshire Medical Malpractice Joint Underwriting Association (JUA), Governor John Lynch is frantically scrambling to address the state’s latest budget crisis. Despite repeated warnings that the court would rule against the state’s claim, Governor Lynch has failed to develop a contingency plan since the court initially froze the funds in June.</p>
<p>“Its time for Governor Lynch to finally stand up and take responsibility for his failure to produce a balanced and fiscally responsible budget. The Governor was fully aware that his attempted theft of the JUA funds would likely be blocked by the courts &#8211; even before he approved this disastrous budget,” said NHGOP Communications Director Ryan Williams. “His irresponsible actions further prove that during these challenging times, John Lynch is incapable of providing responsible and effective leadership for the State of New Hampshire.”</p>
<p>Republican leaders in the House and Senate repeatedly warned Governor Lynch that his attempt to steal private money to balance the state budget was unconstitutional and would likely be overturned by the courts. After the <a href="http://www.citizen.com/apps/pbcs.dll/article?AID=/20090630/GJNEWS02/706309972/-1/CITIZEN">Superior Court initially froze the JUA money on June 29, 2009</a>, Republican senate minority leader Peter Bragdon immediately called on the Governor to veto the budget and work on a new plan that excluded the disputed funds. Lynch ignored his warning and signed his irresponsible budget on June 30 – knowing full well that it would be out of balance on day one.</p>
<p>Lynch has “<a href="http://www.seacoastonline.com/articles/20090701-NEWS-907010374">deflected repeated questions from reporters about contingency plans</a>,” (AP, 6/30) in the event that the court would halt his irresponsible revenue scheme. Despite obvious indications that the state wouldn’t be able to claim the surplus funds, Lynch has “<a href="http://www.concordmonitor.com/apps/pbcs.dll/article?AID=/20090730/FRONTPAGE/907300311">repeatedly declined to detail alternatives and instead emphasized his belief in the rightfulness of the state&#8217;s claim to the money.</a>” (Concord Monitor, 7/30)</p>
<p>Lynch’s silence has drawn criticism from non-partisan budget watchers including New Hampshire Center for Public Policy Studies executive director Steve Norton, who said that as a result of the court ruling, “<a href="http://www.concordmonitor.com/apps/pbcs.dll/article?AID=/20090730/FRONTPAGE/907300311&#038;template=page2">Plan B needs to be developed, and to date, we haven&#8217;t heard any Plan B</a>,&#8221; from the Governor. (Concord Monitor, 7/30) Since the decision was announced, Lynch has continued to dodge questions about how he plans to address the staggering deficit and has merely pledged to appeal the decision to the State Supreme Court.</p>
<p>“John Lynch’s only solution to this budget crisis is to cross his fingers and hope that it will somehow fix itself. That’s not leadership – that’s a dereliction of his duties as New Hampshire’s chief executive,” said Williams. “During these tough economic times its becoming increasingly obvious that now more than ever New Hampshire needs a new governor.”</p>
<p>Governor Lynch’s crumbling state budget faces additional challenges as even more lawsuits threaten to unravel his irresponsible revenue schemes. Local government leaders are moving forward with <a href="http://www.unionleader.com/article.aspx?articleId=033154dd-9c0f-4917-9591-a704e2ada4b7&#038;headline=Key+part+of+state+budget+to+face+legal+test">a separate lawsuit</a> to stop the Governor from reducing the state’s share of the retirement contribution rate for municipal employees and downshifting costs to local taxpayers. A court has also issued an injunction requested by the New Hampshire Health Care Association that halts <a href="http://www.unionleader.com/article.aspx?headline=AP%3A+Judge+freezes+%249m+in+contested+NH+funding&#038;articleId=87ab23fd-23c3-49cd-b0bd-0ad655026129">Lynch’s attempt to rescind an $8.8 million dollar payment to Granite State nursing homes.</a></p>
<p>As a result of his failed leadership and fiscal mismanagement, <a href="http://www.nowhampshire.com/2009/07/21/poll-environment-sours-for-new-hampshire-democrats/">Governor Lynch’s favorability ratings have plummeted</a> in recent months and his <a href="http://www.unh.edu/survey-center/news/pdf/gsp2009_summer_govapp70309.pdf">disapproval ratings have reached all time highs. </a> Governor Lynch’s problems only look to get worse in the future as he begins to make plans for the FY 2012-2013 budget. This budget will start off with an immediate $500 million deficit due to his irresponsible use of one-time money in the current budget, and will present the Governor with an even worse fiscal crisis than the one he currently faces.</p>

<p><em>Embattled Governor Losing Control As Union Contract Negotiations Break Down, Investigation Launched Into Allegations Of Misconduct By His Administration, Lawsuits Threaten To Unravel His Budget, And His Poll Numbers Plummet</em></p>
<p>CONCORD – Governor John Lynch is quickly losing control of state government as charges of unethical tactics in contract negotiations, allegations of potential misconduct in the awarding of a no-bid railroad contract, and the filing of major lawsuits have rocked his Administration and threaten to unravel his disastrous budget. The Governor’s job approval ratings have plummeted in recent weeks and his disapproval ratings have skyrocketed as voters have become disillusioned with his failed leadership and fiscal mismanagement.</p>
<p>“After years of dodging the critical issues and the tough decisions, Governor Lynch finds himself in a crisis of his own making. Today, New Hampshire is facing enormous challenges that have been made worse by over four years of irresponsibility and inaction by the Lynch Administration.” said NHGOP Communications Director Ryan Williams. “John Lynch’s inability to address the serious problems facing New Hampshire and his failure to provide any leadership during these tough times proves that now, more than ever, this state needs a new governor.”</p>
<p>Yesterday, the Lynch Administration’s contract negotiations with the New Hampshire State Employees’ Association (SEA) collapsed after the union accused the Governor of unethical negotiation tactics. The SEA, which has been without a contract since the Governor missed a June 30th deadline to finalize a new one, is planning to file an <a href="http://www.wmur.com/money/20142026/detail.html">unfair labor practice complaint</a> against Lynch.</p>
<p>The Lynch Administration has also been at the center of an investigation into <a href="http://www.fosters.com/apps/pbcs.dll/article?AID=/20090721/GJNEWS_01/707219922/-1/FOSNEWS">potential ethical misconduct</a> committed during the awarding of a state railroad contract. The Attorney General’s office is investigating serious allegations that members of the Democrat House leadership team improperly pressured Transportation Commissioner George Campbell to award a no-bid state contract to the Milford-Bennington Railroad Company. This company is currently owned by Representative Peter Leishman (D-Peterborough), a member of the powerful House Finance Committee which has significant influence over Commissioner Campbell’s department budget. An article in the July 12, 2009 edition of the <a href="http://www.nashuatelegraph.com/apps/pbcs.dll/article?AID=/20090712/COLUMNISTS12/307129949/-1/opinion">Nashua Telegraph</a> reports that Governor Lynch personally intervened to make sure that “any kinks in the [contract] would be ironed out.”</p>
<p>Governor Lynch’s disastrous <a href="http://www.fosters.com/apps/pbcs.dll/article?AID=/20090702/GJOPINION_01/707029873">state budget is also on the brink of collapse</a> as major lawsuits threaten to unravel his irresponsible revenue schemes. The Superior Court will soon rule on the ownership of the $110 million that Lynch has tried to steal from the New Hampshire Medical Malpractice Joint Underwriting Association (JUA.) If the court rules against the Lynch Administration, the state will face another budget crisis as the FY 2010-2011 budget and the recently completed FY 2008-2009 budget will immediately be thrown out of balance. Local government leaders are also moving forward with a <a href="http://www.unionleader.com/article.aspx?articleId=033154dd-9c0f-4917-9591-a704e2ada4b7&#038;headline=Key+part+of+state+budget+to+face+legal+test">separate lawsuit to stop the Governor</a> from reducing the state’s share of the retirement contribution rate for municipal employees and downshifting costs to local taxpayers.</p>
<p>As a result of his failed leadership and fiscal mismanagement, Governor Lynch’s poll numbers have plummeted in recent months. Recent surveys conducted by the <a href="http://www.unh.edu/survey-center/news/pdf/gsp2009_summer_govapp70309.pdf">University of New Hampshire</a>, the <a href="http://americanresearchgroup.com/nhpoll/nhp03.html">American Research Group</a> and <a href="http://www.nowhampshire.com/2009/07/21/poll-environment-sours-for-new-hampshire-democrats/">National Research Inc. </a>all confirm that Lynch’s approval ratings have dropped by double digits, while his disapproval ratings have skyrocketed to the highest levels ever recorded. National Research’s Granite Survey also reveals that 47% of New Hampshire citizens currently feel the state has “gotten off on the wrong track” under the Lynch Administration while only 41% believe it’s headed on the right track. In April 2009, only 33% of New Hampshire citizens thought the state was on the wrong track, while 55% believed it was on the right track.</p>
<p>Polls also show that more people are less likely to vote to re-elect Governor Lynch because of his decision to break his word and legalize same-sex marriage. Lynch had previously pledged to oppose same-sex marriage during his gubernatorial campaigns, but folded under pressure from the radical wing of his party and legalized it in June.</p>

<p><em>Embattled Governor’s Job Approval Ratings Drop To Lowest Level Since 2005 While Disapproval Ratings Hit All Time High</em></p>
<p>CONCORD – In the wake of his decisions to impose new job-killing taxes and break his word on same-sex marriage, embattled Governor John Lynch’s job approval ratings have plummeted according to two new statewide polls. The surveys, conducted by the University of New Hampshire and the American Research Group, both show that the number of New Hampshire citizens who disapprove of Lynch’s job performance has skyrocketed to the highest levels ever recorded during his tenure as governor.</p>
<p>“For years, Governor Lynch has managed to obscure his weak leadership by intentionally avoiding the difficult issues facing the state. But during these challenging times people are finally realizing that the Governor’s unwillingness to address critical, long-term problems is threatening to destroy New Hampshire’s future,” said NHGOP Communications Director Ryan Williams.</p>
<p>“New Hampshire families are beginning to understand that they cannot afford more of John Lynch’s failed leadership, higher taxes, record spending and broken promises. Now more than ever, it’s clear that the state needs a new governor.”</p>
<p>According to results released Friday by the University of New Hampshire Survey Center, Governor Lynch’s approval ratings have dropped 11 points while his disapproval ratings have spiked 15 points since February, 2009. Under Lynch’s watch, the percentage of citizens who feel that New Hampshire is headed “seriously off on the wrong track,” has jumped 11 points to 38% &#8211; the highest level of voter dissatisfaction recorded since June, 2003. The poll also shows that more people are less likely to vote to re-elect Governor Lynch because of his decision to break his word and legalize same-sex sex marriage. Lynch had previously pledged to oppose same-sex marriage during his gubernatorial campaigns, but folded under pressure from the radical wing of his party and legalized it in June.</p>
<p>A similar study released last week by the American Research Group confirms that the Governor’s job approval has reached record lows. According to the group’s polling results, Governor Lynch’s approval ratings have dropped 16 points and his disapproval ratings jumped 12 points since December, 2008.</p>
<p>Governor Lynch’s sharp decline in popularity comes at a time when voters are becoming increasingly frustrated with his botched handling of the state budget crisis and his willingness to break his campaign promises. Lynch is also becoming increasingly powerless and irrelevant within his own party and has lost the clout needed to force the liberal legislature to kill controversial bills before they reach his desk. As the sitting Governor, Lynch was excluded from <a href="http://www.politicsmagazine.com/uploads/Image/resources/Influencers/Politics_NH_Influencers.pdf">Politics Magazine’s</a>  recent list of the top 40 most influential New Hampshire Democrats &#8211; even though members of the radical Democrat House and Senate leadership managed to make the cut.</p>
<p>Governor Lynch’s problems only look to get worse in the coming weeks as his ill-conceived budget could unravel as a result of a legal challenge to his attempted theft of $110 million from the New Hampshire Medical Malpractice Joint Underwriting Association (JUA).</p>
